Narrative:

We were given clearance to land on runway 26R after several changes of runways by iah approach (ATC). Meanwhile; we finally landed on runway 26R. As we rolled out and exited the high speed taxiway FD we were instructed to join (northeast) taxiway and hold short of runway 26L. We were still on the taxiway/runway; while we got our next taxi instruction. I feel that this was a safety issue. Anyhow; from (FD) taxiway we joined (northeast) and held short of runway 26L on (northeast). We noticed that aircraft Y just recently landed and was taxiing the high speed off of the runway 26L. As that aircraft taxied off the runway; we were given instructions to cross runway 26L at (northeast) and also to expedite our crossing. As soon we heard those instructions; I turned on all of my lights and we looked at both sides to make sure we cleared on both sides. We started to move to cross the runway and within 10 to 15 seconds we were instructed to hold short of runway 26L again!!. I immediately stopped the aircraft. The aircraft passed the hold short line within few feet; but we were 'not' on runway. We still had a few more feet left to join the runway 26L. Meanwhile; my lights were still on and my foot was on the brakes. As we waited to get further instruction to cross the runway 26L. We immediately noticed aircraft Z almost landing on runway 26L. So we call the iah tower and told them that we are holding short of runway 26L at northeast; but we have passed the hold short line. The tower immediately made aircraft Z 'go' around. As we waited for a couple more seconds; another controller gave us the instruction to cross runway 26L. Myself and my first officer looked at both sides; and we crossed runway 26L without any other issues. In addition to this matter; we had a jumpseat pilot that was a witness and heard all this matter. Clearly the controller made a mistake in this matter. With her giving us the instruction to cross runway 26L at northeast while there was aircraft Z landing. Even though she told us to expedite our taxi; I believe it was not enough time for us to cross runway 26L at full length. She should have waited for aircraft Z to land and exited the runway then had us cross the runway. Meanwhile; all of us did a great job of communicating. We let the controller know that we had crossed the hold short line; but we're not on the runway; and the controller's decision making aircraft Z go around. At no time being a captain did I feel that we were in any danger. I made sure that we had full communication with the controller and that I had all of the aircraft lights on and made sure I did not move and get close to the runway. We should have hold short of runway 26L and waited until the aircraft Z landed and taxied out; and then cross the runway. Even though we were told to cross and to expedite there was not enough time for us to cross. Usually crossing any runway we need a bit of time. It takes a while to get the aircraft moving. In addition; we as crew members need to double check both sides to make sure there is no traffic that in fact needs a bit of time. All in all; this matter could of have been avoided if we were to wait for aircraft Z to land and then to cross.

Title: CRJ Captain reported of landing and being issued taxi instructions with a hold short of another runway while still on the initial runway. The pilot taxied as instructed and held short. The Controller issued the crossing instruction and the pilot checked left and right and aircraft started to move. The Controller told pilot to hold short of same runway again. The Pilot saw they are across the hold short line and advised Tower. Tower sent traffic on arrival around and then crossed the reporting pilot's aircraft.
