Narrative:

I was acting as safety pilot for a training flight from tmb to (eyw) key west, fl. During climb out on an IFR flight plan we were cleared to 8000 ft by ZMA. At 7000 ft I called out 1000 ft to go and the PF acknowledged this. He then asked for the approach plates for key west. After I got the plates and looked up, we had climbed to 8900 ft. I immediately ordered a descent and we quickly got to 8000 ft. Nothing was said by the controller during this climb and descent. In the future, I will not be looking for approach plates during the climb as this distracted me from seeing the pilot's mistake.
