Narrative:

I was sight-seeing over the pacific ocean. My flight level was around 200 ft MSL in accordance to far 91.119. I was constantly looking for people, vessels or any other obstacles, so I would not violate far 91.119. Someone reported to the FAA, that I was flying low. I was never within 500 ft of anyone or any vessels. I was over the ocean the entire time while at this flight level.

Narrative: I WAS SIGHT-SEEING OVER THE PACIFIC OCEAN. MY FLT LEVEL WAS AROUND 200 FT MSL IN ACCORDANCE TO FAR 91.119. I WAS NEVER WITHIN 500 FT OF ANYONE OR ANY VESSELS. I WAS OVER THE OCEAN THE ENTIRE TIME WHILE AT THIS FLT LEVEL.
