Narrative:

Cleared descent to 11000 ft, altimeter 30.43. Leveled at 11000 ft, ZNY queried whether we were cleared to 10000 ft or 11000 ft. We replied '11000 ft, altimeter 30.43.' he said we indicated 10000 ft, and that his altimeter was 29.52. Told us to adjust to 10000 ft on 29.52. We complied. Supplemental information from acn 327960: descending through 18000, altimiters were set and comment made high altimeter for WX and wind conditions.
