Aircraft dispatched with right generator inoperative, APU kept running to carry #2 AC bus load. At FL230 on climb out, the right generator came on and picked up load of both AC busses. Emergency declared and flight crew returned to airport of departure.

Narrative:
Dispatched from ord to san with right generator inoperative. APU was kept running per MEL. At FL230, approximately 30 NM northeast bdf, the right generator picked up load of both AC busses. First officer flying, leveled aircraft at FL240. Captain directed to declare emergency and return to ord. Captain completed checklists and first officer flew approach and landing. Uneventful taxi to gate. Overweight landing entered in log.
