Narrative:

I was flying my ultralight gyro copter parallel to a beach, over the water, and a notar helicopter caused me to fly over the beach, to avoid him. I did not have sufficient power to go up and over the notar, my only route to avoid his lateral flight path was over the beach. There were a few people on the beach, and I thought I avoided flying over them. 3 FAA inspectors told me I flew over the people on the beach. I would never intentionally fly over people, and I always fly in accordance with part 103 of the FARS.

Title: RPTR ACCUSED OF FLYING GYRO COPTER WITHIN 200 FT OF PEOPLE ON BEACH. THE RPTR STATED HE WAS FORCED TO FLY OVER BEACH BY A NOTAR HELI.

Narrative: I WAS FLYING MY ULTRALIGHT GYRO COPTER PARALLEL TO A BEACH, OVER THE WATER, AND A NOTAR HELI CAUSED ME TO FLY OVER THE BEACH, TO AVOID HIM. I DID NOT HAVE SUFFICIENT PWR TO GO UP AND OVER THE NOTAR, MY ONLY RTE TO AVOID HIS LATERAL FLT PATH WAS OVER THE BEACH. THERE WERE A FEW PEOPLE ON THE BEACH, AND I THOUGHT I AVOIDED FLYING OVER THEM. 3 FAA INSPECTORS TOLD ME I FLEW OVER THE PEOPLE ON THE BEACH. I WOULD NEVER INTENTIONALLY FLY OVER PEOPLE, AND I ALWAYS FLY IN ACCORDANCE WITH PART 103 OF THE FARS.
