Narrative:

Gvw was below VFR minimums and we requested special VFR from over pleasant hill, mo, and were requested to report entering the control zone. We reported entering the control zone and being southeast. I had a student with me (who was instrument rated already). I had him intercept the localizer for VFR tracking inbound. The localizer went off the air temporarily and we turned eastbound and requested an IFR clearance as we both were instrument qualified and the plane instrument equipped. Radar (approach) however, could not pick us up at the low altitude so we flew outbound to our previous call position (pleasant hill) and got another clearance (special) returning into the control zone. Tower then asked 'are you familiar with the area?' we said 'yes' because we were. Reported runway in sight and landed. Closed special VFR.

Title: DURING AN INST TRAINING FLT, THE INSTRUCTOR FAILED TO FOLLOW THE SPECIAL VFR CLRNC INTO THE CLASS D AIRSPACE AND TURNED BACK OUTBOUND REQUIRING ANOTHER CLRNC.

Narrative: GVW WAS BELOW VFR MINIMUMS AND WE REQUESTED SPECIAL VFR FROM OVER PLEASANT HILL, MO, AND WERE REQUESTED TO RPT ENTERING THE CTL ZONE. WE RPTED ENTERING THE CTL ZONE AND BEING SE. I HAD A STUDENT WITH ME (WHO WAS INST RATED ALREADY). I HAD HIM INTERCEPT THE LOC FOR VFR TRACKING INBOUND. THE LOC WENT OFF THE AIR TEMPORARILY AND WE TURNED EBOUND AND REQUESTED AN IFR CLRNC AS WE BOTH WERE INST QUALIFIED AND THE PLANE INST EQUIPPED. RADAR (APCH) HOWEVER, COULD NOT PICK US UP AT THE LOW ALT SO WE FLEW OUTBOUND TO OUR PREVIOUS CALL POS (PLEASANT HILL) AND GOT ANOTHER CLRNC (SPECIAL) RETURNING INTO THE CTL ZONE. TWR THEN ASKED 'ARE YOU FAMILIAR WITH THE AREA?' WE SAID 'YES' BECAUSE WE WERE. RPTED RWY IN SIGHT AND LANDED. CLOSED SPECIAL VFR.
