Narrative:

While on a VNAV descent, the strong tailwinds decreased over a short period of time. We also entered cloud buildups which required us to slow up due to turbulence. Even with full spoilers extended, we missed the crossing restr by 450 ft. ATC was advised we would be high, to which he replied 'roger.'

Narrative: WHILE ON A VNAV DSCNT, THE STRONG TAILWINDS DECREASED OVER A SHORT PERIOD OF TIME. WE ALSO ENTERED CLOUD BUILDUPS WHICH REQUIRED US TO SLOW UP DUE TO TURB. EVEN WITH FULL SPOILERS EXTENDED, WE MISSED THE XING RESTR BY 450 FT. ATC WAS ADVISED WE WOULD BE HIGH, TO WHICH HE REPLIED 'ROGER.'
