Narrative:

Tokyo control gave us a turn 010 degrees. Also gave other aircraft a turn 250 degree heading. It was at night but we could see other aircraft and also on TCASII. This put us on a collision course as other aircraft was at FL330 also. Other aircraft started a descent and tokyo control gave us direct to mje. We did pass something less than 5 mi but we had a red RA. Neither of us remember control giving us a left or right turn, just a heading 010 degrees. We think he meant to say 100 degree heading. We were on frequency 125.9.
