Narrative:

Inbound to sfo from koa (kona, hi) with oak as alternate and extra fuel, planned arrival fuel of 21700 pounds. Sfo WX was IFR/VFR/IFR etc, causing delays. Entered holding about 70 NM west woodside VOR and went through several efc and eventually declared minimum fuel at XA40 local with a clearance to osi direct sfo. ZOA switched us to bay approach about 25 mi west osi and we were given depart osi with a northwest heading. Just before osi given vector to the south. Reminded bay of fuel state. Fuel was becoming very tight and I was within seconds of changing to san jose when we got a turn to the sfo runway 28L localizer and plan a visual to runway 28L. During approach we were slightly behind air carrier B who was on approach to sfo runway 28R. Due to low fuel situation I had refused speeds below my minimum clean speeds and on the final we were faster than air carrier B and could not reduce quickly enough to not come up side to side with him. Bay asked B if he had us in sight and B said yes. Bay followed with a clearance for both of us to maintain VFR separation. Between the dumbarton and san mateo bridges air carrier B strayed well south of the runway 28R localizer and runway 28R centerline requiring evasive action both vertical and horizontal, compromising our approach. Air carrier B also missed frequency change to tower. Air carrier B failure to comply with his clearance compromised my flight. At san mateo bridge air carrier B returned to runway 28R centerline allowing us to make approach and landing runway 28L sfo with 10200 pounds fuel.

Title: WDB ON APCH TAKES EVASIVE ACTION AS ACR ON PARALLEL APCH DRIFTS OFF COURSE.

Narrative: INBOUND TO SFO FROM KOA (KONA, HI) WITH OAK AS ALTERNATE AND EXTRA FUEL, PLANNED ARR FUEL OF 21700 LBS. SFO WX WAS IFR/VFR/IFR ETC, CAUSING DELAYS. ENTERED HOLDING ABOUT 70 NM W WOODSIDE VOR AND WENT THROUGH SEVERAL EFC AND EVENTUALLY DECLARED MINIMUM FUEL AT XA40 LCL WITH A CLRNC TO OSI DIRECT SFO. ZOA SWITCHED US TO BAY APCH ABOUT 25 MI W OSI AND WE WERE GIVEN DEPART OSI WITH A NW HEADING. JUST BEFORE OSI GIVEN VECTOR TO THE S. REMINDED BAY OF FUEL STATE. DURING APCH WE WERE SLIGHTLY BEHIND ACR B WHO WAS ON APCH TO SFO RWY 28R. DUE TO LOW FUEL SIT I HAD REFUSED SPDS BELOW MY MINIMUM CLEAN SPDS AND ON THE FINAL WE WERE FASTER THAN ACR B AND COULD NOT REDUCE QUICKLY ENOUGH TO NOT COME UP SIDE TO SIDE WITH HIM. BAY ASKED B IF HE HAD US IN SIGHT AND B SAID YES. BAY FOLLOWED WITH A CLRNC FOR BOTH OF US TO MAINTAIN VFR SEPARATION. BTWN THE DUMBARTON AND SAN MATEO BRIDGES ACR B STRAYED WELL S OF THE RWY 28R LOC AND RWY 28R CTRLINE REQUIRING EVASIVE ACTION BOTH VERT AND HORIZ, COMPROMISING OUR APCH. ACR B ALSO MISSED FREQ CHANGE TO TWR. ACR B FAILURE TO COMPLY WITH HIS CLRNC COMPROMISED MY FLT. AT SAN MATEO BRIDGE ACR B RETURNED TO RWY 28R CTRLINE ALLOWING US TO MAKE APCH AND LNDG RWY 28L SFO WITH 10200 LBS FUEL.
