Narrative:

Flight bos-iah MD80. At approximately PM20 hours, aircraft upper and lower wings were deiced by air carrier ramp personnel. Wings were physically felt by maintenance and verified that no ice was present. Logbook was then signed off. Aircraft schedule departure time was PM30 hours. At PM30 hours maintenance was informed that ramp personnel used water instead of glycol. Maintenance reinspected aircraft, no ice was noted, but aircraft was deiced with glycol as precaution. Aircraft was again inspected by maintenance. No ice was found. Aircraft departure with no further incident. Temperature at time was between 50-55 degrees. Appears that each fall ramp personnel fill a truck with water for training. Instead of isolating that truck from rest of fleet it was positioned with glycol trucks.

Title: IMPROPER PREFLT PROC DEICING USED ON MD80.

Narrative: FLT BOS-IAH MD80. AT APPROX PM20 HRS, ACFT UPPER AND LOWER WINGS WERE DEICED BY ACR RAMP PERSONNEL. WINGS WERE PHYSICALLY FELT BY MAINT AND VERIFIED THAT NO ICE WAS PRESENT. LOGBOOK WAS THEN SIGNED OFF. ACFT SCHEDULE DEP TIME WAS PM30 HRS. AT PM30 HRS MAINT WAS INFORMED THAT RAMP PERSONNEL USED WATER INSTEAD OF GLYCOL. MAINT REINSPECTED ACFT, NO ICE WAS NOTED, BUT ACFT WAS DEICED WITH GLYCOL AS PRECAUTION. ACFT WAS AGAIN INSPECTED BY MAINT. NO ICE WAS FOUND. ACFT DEP WITH NO FURTHER INCIDENT. TEMP AT TIME WAS BTWN 50-55 DEGS. APPEARS THAT EACH FALL RAMP PERSONNEL FILL A TRUCK WITH WATER FOR TRAINING. INSTEAD OF ISOLATING THAT TRUCK FROM REST OF FLEET IT WAS POSITIONED WITH GLYCOL TRUCKS.
