Narrative:

Situation: landed at C09 on runway 18, and discovered runway 18 and runway 36 (only runway at C09) were marked closed. The runway closed marking appeared to be yellow plastic held down by numerous small sand bags, thereby eliminating the distinctive 'X' symbol. I do not consider the runway properly marked. I obtained my flight briefing in new orleans approximately XA15 am local time and specifically asked for any NOTAMS for my proposed route of flight and fuel stops. There was no mention of the runway being closed. I stopped for fuel in cape girardeau, mo, but did not request an updated briefing because the WX was forecast to be excellent along my entire route of flight from la to the final destination in wi. In discussing the situation with the airport manager at morris, he advised that the runway closure took effect around XA00 am local time. However, upon my landing, he called kankakee, il, FSS to inquire if they in fact had record of morris airport being closed and inquired if I had received a briefing from them, which I had not since I obtained my briefing in new orleans. I was told the reason the runway was closed was due to construction work on a parallel taxiway which was within 250 ft of the runway. There were no obstructions on or near the runway, neither were there any construction vehicles or equipment immediately adjacent to the runway. It certainly did not appear that the runway would have to be closed, which was likely why I was also not looking for any runway closure markings.

Narrative: SIT: LANDED AT C09 ON RWY 18, AND DISCOVERED RWY 18 AND RWY 36 (ONLY RWY AT C09) WERE MARKED CLOSED. I WAS TOLD THE REASON THE RWY WAS CLOSED WAS DUE TO CONSTRUCTION WORK ON A PARALLEL TXWY WHICH WAS WITHIN 250 FT OF THE RWY. THERE WERE NO OBSTRUCTIONS ON OR NEAR THE RWY, NEITHER WERE THERE ANY CONSTRUCTION VEHICLES OR EQUIP IMMEDIATELY ADJACENT TO THE RWY. IT CERTAINLY DID NOT APPEAR THAT THE RWY WOULD HAVE TO BE CLOSED, WHICH WAS LIKELY WHY I WAS ALSO NOT LOOKING FOR ANY RWY CLOSURE MARKINGS.
