Narrative:
Air carrier X was a DC9/a nebound at FL330 uga Y was northbound at FL350. Uga Y reported moderate chop at FL350 and asked for flight conditions at FL280. I advised pilot FL280 was reported smooth, pilot requested FL280. I looked for traffic in front of uga Y and didn't see any so I issued descent to uga Y. I overlooked air carrier X who was traffic right underneath. When I realized my error I climbed uga Y back to FL350.

Narrative: ACR X WAS A DC9/A NEBOUND AT FL330 UGA Y WAS NBOUND AT FL350. UGA Y RPTED MODERATE CHOP AT FL350 AND ASKED FOR FLT CONDITIONS AT FL280. I ADVISED PLT FL280 WAS RPTED SMOOTH, PLT REQUESTED FL280. I LOOKED FOR TFC IN FRONT OF UGA Y AND DIDN'T SEE ANY SO I ISSUED DSCNT TO UGA Y. I OVERLOOKED ACR X WHO WAS TFC RIGHT UNDERNEATH. WHEN I REALIZED MY ERROR I CLBED UGA Y BACK TO FL350.
