Narrative:

Air carrier X was a DC9/a nebound at FL330 uga Y was northbound at FL350. Uga Y reported moderate chop at FL350 and asked for flight conditions at FL280. I advised pilot FL280 was reported smooth, pilot requested FL280. I looked for traffic in front of uga Y and didn't see any so I issued descent to uga Y. I overlooked air carrier X who was traffic right underneath. When I realized my error I climbed uga Y back to FL350.

WHEN I REALIZED MY ERROR I CLBED UGA Y BACK TO FL350.
