Narrative:

Clearance was received from ZLC to descend and cross 10 mi south of ffu at 15000 ft. The clearance was written down by the first officer (myself) and correctly read back to the controller. The number placed in the altitude alerter, however, was 10000 ft not 15000 ft. The error was recognized while descending through 11500 ft at a point 15 mi south of ffu. About that time center must have recognized the error and asked that we level off at 11000 ft. Nothing was stated by either the controller or ourselves relative to the deviation. A possible opportunity to have avoided this would have been for the PF to have repeated the clearance. Unfortunately, he did not, either due to workload or distraction. Per company procedure the PF is supposed to repeat all clrncs. Supplemental information from acn 318686: first officer made a comment to the effect that he had transposed the clearance. At the time, I was involved with so duties, getting a new ATIS, and on VHF #2, coordinating the arrival gate, departure gate, wheel chairs required, etc. Exacerbating the problem was that the first officer had headset problems and you couldn't ever hear him -- no feedback on your own headset -- when he talked on the radio. He said 'other people have told him that.' so you couldn't aurally xchk anything he said, had trouble the rest of the trip with numerous controllers not being able to understand him, either.

Title: ALT XING RESTR ALTDEV ALT OVERSHOT BY B727 FLC.

Narrative: CLRNC WAS RECEIVED FROM ZLC TO DSND AND CROSS 10 MI S OF FFU AT 15000 FT. THE CLRNC WAS WRITTEN DOWN BY THE FO (MYSELF) AND CORRECTLY READ BACK TO THE CTLR. ABOUT THAT TIME CTR MUST HAVE RECOGNIZED THE ERROR AND ASKED THAT WE LEVEL OFF AT 11000 FT. NOTHING WAS STATED BY EITHER THE CTLR OR OURSELVES RELATIVE TO THE DEV. A POSSIBLE OPPORTUNITY TO HAVE AVOIDED THIS WOULD HAVE BEEN FOR THE PF TO HAVE REPEATED THE CLRNC. UNFORTUNATELY, HE DID NOT, EITHER DUE TO WORKLOAD OR DISTR. PER COMPANY PROC THE PF IS SUPPOSED TO REPEAT ALL CLRNCS. SUPPLEMENTAL INFO FROM ACN 318686: FO MADE A COMMENT TO THE EFFECT THAT HE HAD TRANSPOSED THE CLRNC.
