Narrative:

I departed augusta, GA, bush field (ags) in my lake amphibian, destination: gainsville, fl (gnv). I proceeded VFR at 2000 ft to the gnv area, arriving 35 mi north. The WX had been excellent. Visibility was 3-5 mi in haze. Approaching gnv, there was some lower scattered clouds appearing, and I thought it would be prudent to request IFR coverage, and land at gainsville. When contacting ZJX, they were not receptive to this request. However, after some delay I did receive clearance to proceed east for an approach. I learned a lesson, that the days of such a request are gone. Reported visibility at gnv 2 mi.
