Narrative:

In category ii WX, landing was made at cvg, runway 36R, without landing clearance. Approach controller never switched us to tower for landing. We touched down, rolled out and called tower to tell them we cleared runway 36R and he switched us to ground. Backup and xchking could correct this situation. The controller was rushed also because the WX was changing quickly due to ground fog. No danger was imminent yet the approach controller must have though we were on tower, but we were not. Tower did not say anything to us when we switched to him on taxi, rollout. Ground did not say anything either.

Narrative: IN CATEGORY II WX, LNDG WAS MADE AT CVG, RWY 36R, WITHOUT LNDG CLRNC. APCH CTLR NEVER SWITCHED US TO TWR FOR LNDG. WE TOUCHED DOWN, ROLLED OUT AND CALLED TWR TO TELL THEM WE CLRED RWY 36R AND HE SWITCHED US TO GND. BACKUP AND XCHKING COULD CORRECT THIS SIT. THE CTLR WAS RUSHED ALSO BECAUSE THE WX WAS CHANGING QUICKLY DUE TO GND FOG. NO DANGER WAS IMMINENT YET THE APCH CTLR MUST HAVE THOUGH WE WERE ON TWR, BUT WE WERE NOT. TWR DID NOT SAY ANYTHING TO US WHEN WE SWITCHED TO HIM ON TAXI, ROLLOUT. GND DID NOT SAY ANYTHING EITHER.
