Narrative:

Leveled at FL280 just prior to ara VOR. While wbound on UG8, other aircraft eastbound on UG8 cleared by athens control to descend to unknown altitude. TCASII white, yellow, then red TA's and RA's. RA required 2500-3000 FPM descent to place vsi needle in green arc. I took control of aircraft to perform maneuver. Descended to FL265 before returning to FL280. No injuries. Other aircraft also reported TCASII alert and stopped his descent at FL293. Incident occurred in non radar ATC environment.
