Narrative:

Kailua, kona airport has 3 wind indicating instruments on runway 17/35. However, the center field anemometer cannot be used because 'it is not certified.' this is a safety item, as windshear conditions are increasing in the koa area. Further delays in certification are unacceptable. We need the wind information for takeoff and lndgs. Callback conversation with reporter revealed the following information: tower supervisor stated the center field wind has been certified and is used to report the wind. 2 wind sensors were installed at the approach ends of the runway which the NWS refuses to certify. This has been an ongoing problem for 8 months.
