Narrative:

Jet STAR, cpr Y, landed over top of atx X holding in position runway 27. At approximately XX10 UTC, the quick look patch that controled the transfer of the ARTS data block associated with arriving aircraft landing lindberg failed on the d-brite radar at lindbergh. I informed the cabin supervisor of this. At XX22 UTC, a traffic watch cessna called requesting to proceed northbound on interstate 805. I radar idented them southeast of the airport and approved their request. At XX24 UTC atx X called ready when you can release us. They had a los angeles flow control release time of XX27 to XX29 UTC so I instructed them to hold short of the runway. At XX25 UTC instructed atx X to taxi into position and hold. At XX25:18 UTC, I observed a radar target with a trailing 'south,' (the 'south' indicates the traffic would land at lindbergh) turning about a 3.5 mi, high and fast right base for runway 27. The traffic watch aircraft now became conflicting traffic for this arrival, so I instructed cessna to make a right 180 degrees to keep separation. At XX26 UTC the jet STAR, now idented, reported visual runway 27. I told the jet STAR you're on a 2 mi final cleared to land. They replied, 'that us.' there were a couple of other xmissions to traffic watch aircraft operating in airspace. After these calls, I heard atx X say you did taxi us into position. At that time I realized that I had forgotten atx X on the runway. I feel that the failure of the automatic transfer of the ARTS data block associated with arriving aircraft, the short and fast approach the jet STAR made and trying to insure separation between the jet STAR and the traffic aircraft distracted my attention long enough that I forgot about traffic holding on the runway. After this experience, my suggestion is that departure traffic should not be taxied into position and hold for any type delay reason, such as flow windows or wake turbulence.

Narrative: JET STAR, CPR Y, LANDED OVER TOP OF ATX X HOLDING IN POS RWY 27. I INFORMED THE CABIN SUPVR OF THIS. AT XX22 UTC, A TFC WATCH CESSNA CALLED REQUESTING TO PROCEED NBOUND ON INTERSTATE 805. I RADAR IDENTED THEM SE OF THE ARPT AND APPROVED THEIR REQUEST. AT XX24 UTC ATX X CALLED READY WHEN YOU CAN RELEASE US. THEY HAD A LOS ANGELES FLOW CTL RELEASE TIME OF XX27 TO XX29 UTC SO I INSTRUCTED THEM TO HOLD SHORT OF THE RWY. AT XX25 UTC INSTRUCTED ATX X TO TAXI INTO POS AND HOLD. I TOLD THE JET STAR YOU'RE ON A 2 MI FINAL CLRED TO LAND. THEY REPLIED, 'THAT US.' THERE WERE A COUPLE OF OTHER XMISSIONS TO TFC WATCH ACFT OPERATING IN AIRSPACE. AFTER THESE CALLS, I HEARD ATX X SAY YOU DID TAXI US INTO POS. AT THAT TIME I REALIZED THAT I HAD FORGOTTEN ATX X ON THE RWY. I FEEL THAT THE FAILURE OF THE AUTO TRANSFER OF THE ARTS DATA BLOCK ASSOCIATED WITH ARRIVING ACFT, THE SHORT AND FAST APCH THE JET STAR MADE AND TRYING TO INSURE SEPARATION BTWN THE JET STAR AND THE TFC ACFT DISTRACTED MY ATTN LONG ENOUGH THAT I FORGOT ABOUT TFC HOLDING ON THE RWY. AFTER THIS EXPERIENCE, MY SUGGESTION IS THAT DEP TFC SHOULD NOT BE TAXIED INTO POS AND HOLD FOR ANY TYPE DELAY REASON, SUCH AS FLOW WINDOWS OR WAKE TURB.
