Narrative:

I was monitoring the radio calls of a helicopter student pilot for clarity and proper format. The offending aircraft announced they were '8 mi out and ---' something about a maneuver and a low pass. 3 cessnas were flying the pattern in left closed traffic off runway 19. The aircraft proceeded to fly what might be described as a modified straight-in at high speed and made several radio calls intimidating the traffic already in the pattern. He announced that he was 'right behind' one cessna who was then forced to execute a go around. Then, as he made his low pass, he forced another cessna to change course and altitude as he announced that he was 'right off your right wing.' the airport manager was also monitoring and came on frequency to tell the offender 'not at this airport' with regard to what the offender claimed to be an 'approved military maneuver.' this is a situation where the group mistakenly believes themselves to be operating military style. The problem is two-fold. A non-standard traffic pattern and a radio call announcing something with which other aircraft are not familiar and therefore cannot avoid, reckless disregard. This gentleman should have his ticket pulled and buy a flight simulator if he wants to play air force at a civilian airport.

Title: INSTRUCTOR MONITORING SPI COM PROCS RPTS ON A GROUP PLT WHO USES MIL PROCS AT NON TWR ARPT CAUSING NMAC.

Narrative: I WAS MONITORING THE RADIO CALLS OF A HELI STUDENT PLT FOR CLARITY AND PROPER FORMAT. THE OFFENDING ACFT ANNOUNCED THEY WERE '8 MI OUT AND ---' SOMETHING ABOUT A MANEUVER AND A LOW PASS. 3 CESSNAS WERE FLYING THE PATTERN IN L CLOSED TFC OFF RWY 19. THE ACFT PROCEEDED TO FLY WHAT MIGHT BE DESCRIBED AS A MODIFIED STRAIGHT-IN AT HIGH SPD AND MADE SEVERAL RADIO CALLS INTIMIDATING THE TFC ALREADY IN THE PATTERN. HE ANNOUNCED THAT HE WAS 'RIGHT BEHIND' ONE CESSNA WHO WAS THEN FORCED TO EXECUTE A GAR. THEN, AS HE MADE HIS LOW PASS, HE FORCED ANOTHER CESSNA TO CHANGE COURSE AND ALT AS HE ANNOUNCED THAT HE WAS 'RIGHT OFF YOUR R WING.' THE ARPT MGR WAS ALSO MONITORING AND CAME ON FREQ TO TELL THE OFFENDER 'NOT AT THIS ARPT' WITH REGARD TO WHAT THE OFFENDER CLAIMED TO BE AN 'APPROVED MIL MANEUVER.' THIS IS A SIT WHERE THE GROUP MISTAKENLY BELIEVES THEMSELVES TO BE OPERATING MIL STYLE. THE PROB IS TWO-FOLD. A NON-STANDARD TFC PATTERN AND A RADIO CALL ANNOUNCING SOMETHING WITH WHICH OTHER ACFT ARE NOT FAMILIAR AND THEREFORE CANNOT AVOID, RECKLESS DISREGARD. THIS GENTLEMAN SHOULD HAVE HIS TICKET PULLED AND BUY A FLT SIMULATOR IF HE WANTS TO PLAY AIR FORCE AT A CIVILIAN ARPT.
