Narrative:

Flaps selected to 5 degrees. Left extended to 2 degrees, right to 5 degrees. Asymmetric protection shut down system. Read handbook, performed checklist. Flew in circles for 15 mins while calling company and doing checklist. Flaps would not extend further or retract. Checklist called for selecting flaps to lowest indicated position. Selected 2 degrees after above mentioned 15 mins, right flap retracted to 2 degrees. Attempted extension successfully, performed normal landing. Found hydraulic service valve in 'B' position, rather than off. Replaced flap gauge as precautionary.
