Narrative:

Cruise at FL280, approximately savannah 010 degree radial 140 NM, cleared direct savannah. TCASII showed target at 1 O'clock same altitude. Approximately 30 seconds later TCASII said climb at 2500 FPM. We started climb and target passed approximately 400 ft below, never seen by us. ATC said they had no problem, but captain got number of ZJX for call upon arrival at mco. ATC controller told target to turn to 360 degrees when inside our 10 mi circle. VHF frequency in use was 127.87. Last scan at scope showed target merging with us displaying 'plus 2' as altitude difference. Captain contacted ZJX and company system control upon landing in orlando.

ATC CTLR TOLD TARGET TO TURN TO 360 DEGS WHEN INSIDE OUR 10 MI CIRCLE. VHF FREQ IN USE WAS 127.87. LAST SCAN AT SCOPE SHOWED TARGET MERGING WITH US DISPLAYING 'PLUS 2' AS ALT DIFFERENCE. CAPT CONTACTED ZJX AND COMPANY SYS CTL UPON LNDG IN ORLANDO.
