Narrative:
I was doing practice takeoffs and lndgs at K84. I then decided to depart the traffic pattern to the east. I wanted to see if I could see a friend of mine, who was on his boat on lake lotawana, so I descended down to take a look at his boat on a heading of east. I then made a circle back to the west. After flying over his position, I climbed back up to 2500 ft MSL. I then flew back to K84. On sep/xx/95 I received a call from the owner of the aircraft and flight school. He had received a call from a person concerning one of his aircraft flying low over lake lotawana. The owner then asked me if I had flown low over the lake. He informed me that that person had filed a report to the FAA. I realize I had made an error in judgement by descending too low. I am very sorry, and I assure you it will never happen again.

Title: STUDENT PLT RPTR BUZZES BOAT.
Narrative: I WAS DOING PRACTICE TKOFS AND LNDGS AT K84. I THEN DECIDED TO DEPART THE TFC PATTERN TO THE E. I WANTED TO SEE IF I COULD SEE A FRIEND OF MINE, WHO WAS ON HIS BOAT ON LAKE LOTAWANA, SO I DSNDED DOWN TO TAKE A LOOK AT HIS BOAT ON A HDG OF E. I THEN MADE A CIRCLE BACK TO THE W. AFTER FLYING OVER HIS POS, I CLBED BACK UP TO 2500 FT MSL. I THEN FLEW BACK TO K84. ON SEP/XX/95 I RECEIVED A CALL FROM THE OWNER OF THE ACFT AND FLT SCHOOL. HE HAD RECEIVED A CALL FROM A PERSON CONCERNING ONE OF HIS ACFT FLYING LOW OVER LAKE LOTAWANA. THE OWNER THEN ASKED ME IF I HAD FLOWN LOW OVER THE LAKE. HE INFORMED ME THAT THAT PERSON HAD FILED A RPT TO THE FAA. I REALIZE I HAD MADE AN ERROR IN JUDGEMENT BY DSNDING TOO LOW. I AM VERY SORRY, AND I ASSURE YOU IT WILL NEVER HAPPEN AGAIN.
