Narrative:

In process of changing runway approachs, flew through altitude of 11000 ft, bottomed out at 10500 ft, immediately at captain's call about altitude brought aircraft back to 11000 ft. We were on delayed vectors by approach. I should have given aircraft to captain while trying to get runway 14R approach out, after having briefed runway 22R. Supplemental information from acn 315388: approach gave us descend to 11000 ft runway 14R. As I looked down to get the new runway information for runway 14R, I heard the altitude alert sound, I looked up and noticed copilot had flown 300 ft below assigned altitude. I told him to get back to 11000 ft as assigned by ATC but by the time recovery was initiated we were at 10500 ft. No conflict with any other aircraft. Visibility was clear, ATC gave conflicting information, we were prepared to land on a certain runway (22R) as advertised by ATIS and change to new runway at last causing a work overload of crew.

AS I LOOKED DOWN TO GET THE NEW RWY INFO FOR RWY 14R, I HEARD THE ALT ALERT SOUND, I LOOKED UP AND NOTICED COPLT HAD FLOWN 300 FT BELOW ASSIGNED ALT. I TOLD HIM TO GET BACK TO 11000 FT AS ASSIGNED BY ATC BUT BY THE TIME RECOVERY WAS INITIATED WE WERE AT 10500 FT. NO CONFLICT WITH ANY OTHER ACFT. VISIBILITY WAS CLR, ATC GAVE CONFLICTING INFO, WE WERE PREPARED TO LAND ON A CERTAIN RWY (22R) AS ADVERTISED BY ATIS AND CHANGE TO NEW RWY AT LAST CAUSING A WORK OVERLOAD OF CREW.
