Narrative:

A BA31 cleared for takeoff was forced to abort takeoff. A piper arrow taxied onto the runway 6900 ft from the approach end. The BA31 aborted. The aircraft missed with 500 ft. Aircraft often taxi on the active runway at this taxiway. We need to do something before someone dies. Callback conversation with reporter revealed the following information: the reporter said he was manning local control and ground control. He had cleared the piper arrow to taxi to runway 28 via txwys H, M, and left. He cleared the jetstream for takeoff on runway 28. As he turned to watch the takeoff he saw the arrow taxi on to runway 28 at taxiway G, and make a right turn to taxi east on runway 28. He didn't tell the piper to get off the runway for good reasons and he did not tell the jetstream to abort not knowing the stopping capability of the jetstream. He told the departing jetstream there was an airplane on his runway whereupon the jetstream aborted and the piper arrow hearing this realized it was him and made an immediate right turn into the grass. Though there are obstacles and ditches in the area there was no damage to the piper arrow. The jetstream taxied off the runway at taxiway C and went back to runway 28 for an uneventful takeoff. The local airport management talked to the piper arrow pilot and probably reported the event to FSDO.

Title: JETSTREAM HAS TO ABORT TKOF FOR OPPOSITE DIRECTION TFC TAXIING UP THE RWY.

Narrative: A BA31 CLRED FOR TKOF WAS FORCED TO ABORT TKOF. A PIPER ARROW TAXIED ONTO THE RWY 6900 FT FROM THE APCH END. THE BA31 ABORTED. THE ACFT MISSED WITH 500 FT. ACFT OFTEN TAXI ON THE ACTIVE RWY AT THIS TXWY. WE NEED TO DO SOMETHING BEFORE SOMEONE DIES. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR SAID HE WAS MANNING LCL CTL AND GND CTL. HE HAD CLRED THE PIPER ARROW TO TAXI TO RWY 28 VIA TXWYS H, M, AND L. HE CLRED THE JETSTREAM FOR TKOF ON RWY 28. AS HE TURNED TO WATCH THE TKOF HE SAW THE ARROW TAXI ON TO RWY 28 AT TXWY G, AND MAKE A R TURN TO TAXI E ON RWY 28. HE DIDN'T TELL THE PIPER TO GET OFF THE RWY FOR GOOD REASONS AND HE DID NOT TELL THE JETSTREAM TO ABORT NOT KNOWING THE STOPPING CAPABILITY OF THE JETSTREAM. HE TOLD THE DEPARTING JETSTREAM THERE WAS AN AIRPLANE ON HIS RWY WHEREUPON THE JETSTREAM ABORTED AND THE PIPER ARROW HEARING THIS REALIZED IT WAS HIM AND MADE AN IMMEDIATE R TURN INTO THE GRASS. THOUGH THERE ARE OBSTACLES AND DITCHES IN THE AREA THERE WAS NO DAMAGE TO THE PIPER ARROW. THE JETSTREAM TAXIED OFF THE RWY AT TXWY C AND WENT BACK TO RWY 28 FOR AN UNEVENTFUL TKOF. THE LCL ARPT MGMNT TALKED TO THE PIPER ARROW PLT AND PROBABLY RPTED THE EVENT TO FSDO.
