Narrative:

On 8/95 I did the hydraulic check on a B737-522 aircraft. The job calls for lockout clips to be installed on the depressurization valve and system pressure receiver. The lockout clips were not in the tool room as they were being repaired. In order to continue with the job, I utilized 2 scrapers to lock the valves out. I failed to remove the lockouts after I completed the job. I had given the area a look over when I finished but just failed to see scrapers.
