Narrative:

While flying the scy 7 arrival to dfw, we failed to reduce IAS to 210 KTS at refil. We had earlier been directed to fly fast and delete the speed restrs on the STAR. When we changed to approach control, we were told to comply with the STAR. There was some confusion and several blocked radio xmissions. Just prior to refil, we were given a heading, to fly at refil and a change to another approach frequency. When the first officer checked in, we were told to expect ILS runway 18L, sidestep runway 18R. I was distracted by the unusual clearance and did not slow to 210 KIAS at refil.

Title: FLC OF AN MLG FAILED TO SLOW TO RESTR SPD AT AN ARR STAR INTXN.

Narrative: WHILE FLYING THE SCY 7 ARR TO DFW, WE FAILED TO REDUCE IAS TO 210 KTS AT REFIL. WE HAD EARLIER BEEN DIRECTED TO FLY FAST AND DELETE THE SPD RESTRS ON THE STAR. WHEN WE CHANGED TO APCH CTL, WE WERE TOLD TO COMPLY WITH THE STAR. THERE WAS SOME CONFUSION AND SEVERAL BLOCKED RADIO XMISSIONS. JUST PRIOR TO REFIL, WE WERE GIVEN A HDG, TO FLY AT REFIL AND A CHANGE TO ANOTHER APCH FREQ. WHEN THE FO CHKED IN, WE WERE TOLD TO EXPECT ILS RWY 18L, SIDESTEP RWY 18R. I WAS DISTRACTED BY THE UNUSUAL CLRNC AND DID NOT SLOW TO 210 KIAS AT REFIL.
