Narrative:

During descent into msp, first officer was flying, captain was talking to approach control. The approach frequency was scratchy and sometimes garbled. We received altitude assignment which we both agreed was 5000 ft and we both believe the captain readback 5000 ft. We used the point and readback procedure as always. At approximately 5300 ft, the controller said that our clearance was to 7000 ft, now descend to 5000 ft. We were inside the fgt VOR, with the runway in sight. The flight continued with no further problem.

AT APPROX 5300 FT, THE CTLR SAID THAT OUR CLRNC WAS TO 7000 FT, NOW DSND TO 5000 FT. WE WERE INSIDE THE FGT VOR, WITH THE RWY IN SIGHT. THE FLT CONTINUED WITH NO FURTHER PROB.
