Narrative:

Prior to a private pleasure flight to boeing field (bfi), I obtained a WX brief. The flight was to be made VFR from harvey field (S43) to boeing field (bfi). WX was good VFR, and review of NOTAMS showed none that would effect the flight. The flight departed S43 proceeded to the northeast edge of bellevue, was 11 NM northeast of bfi. Bfi ATIS advised of temporary flight restr in effect for airspace over the hydroplane race course. I attempted to contact seattle FSS for complete information and received no relay on 122.50. I remained over downtown bellevue and contacted boeing tower on 118.30 and advised my position with current ATIS for landing. The controller instructed me to proceed inbound at which time I asked here 'if I remained north of the I-90 bridge (mercer island floating bridge) would I be clear of restr airspace (temporary flight restr). I received no immediate reply, so I asked a second time, and she replied yes! I was then instructed to enter right downwind for runway 31R and report abeam the kingdome. I proceeded from downtown bellevue west toward the west shore of lake washington via the evergreen point flowing bridge. Upon reaching the west shoreline I turned sbound and entered the downwind for runway 31R, reported abeam the kingdome then was cleared to land runway 31L. A normal approach and landing was made. I departed bfi to the northwest to avoid the tfr airspace. Following my return to S43 I spoke via lanesline with seattle FSS. The potential problem arose for the following reasons: commercial WX NOTAMS did not reflect the tfr. A current copy of the published NOTAMS was not available at S43 prior to departure. A live WX brief to review NOTAMS was not obtained. I was unable to contact seattle FSS via radio while airborne. Confusion existed within the printed traffic. Seattle FSS was unsure of actual effective (days/dates). The potential problem could be avoided in the future by: obtaining all NOTAMS via live brief with FSS prior to departure. Obtaining a copy of current published NOTAMS prior to departure. Do not rely on computer WX briefs for all NOTAM information!

I RECEIVED NO IMMEDIATE REPLY, SO I ASKED A SECOND TIME, AND SHE REPLIED YES! I WAS THEN INSTRUCTED TO ENTER R DOWNWIND FOR RWY 31R AND RPT ABEAM THE KINGDOME. I PROCEEDED FROM DOWNTOWN BELLEVUE W TOWARD THE W SHORE OF LAKE WASHINGTON VIA THE EVERGREEN POINT FLOWING BRIDGE. UPON REACHING THE W SHORELINE I TURNED SBOUND AND ENTERED THE DOWNWIND FOR RWY 31R, RPTED ABEAM THE KINGDOME THEN WAS CLRED TO LAND RWY 31L. A NORMAL APCH AND LNDG WAS MADE. I DEPARTED BFI TO THE NW TO AVOID THE TFR AIRSPACE. FOLLOWING MY RETURN TO S43 I SPOKE VIA LANESLINE WITH SEATTLE FSS. THE POTENTIAL PROB AROSE FOR THE FOLLOWING REASONS: COMMERCIAL WX NOTAMS DID NOT REFLECT THE TFR. A CURRENT COPY OF THE PUBLISHED NOTAMS WAS NOT AVAILABLE AT S43 PRIOR TO DEP. A LIVE WX BRIEF TO REVIEW NOTAMS WAS NOT OBTAINED. I WAS UNABLE TO CONTACT SEATTLE FSS VIA RADIO WHILE AIRBORNE. CONFUSION EXISTED WITHIN THE PRINTED TFC. SEATTLE FSS WAS UNSURE OF ACTUAL EFFECTIVE (DAYS/DATES). THE POTENTIAL PROB COULD BE AVOIDED IN THE FUTURE BY: OBTAINING ALL NOTAMS VIA LIVE BRIEF WITH FSS PRIOR TO DEP. OBTAINING A COPY OF CURRENT PUBLISHED NOTAMS PRIOR TO DEP. DO NOT RELY ON COMPUTER WX BRIEFS FOR ALL NOTAM INFO!
