Narrative:

I planned a VFR flight, 9/89, from 2w6 to cho. Thinking there might be some flight restrictions associated with event, I called washington FSS about any NOTAMS in the cho area. The briefer noted that there was a restr area described by a 3-MI radius around the gordonsville VORTAC 281 degree right at 17 DME, and below 3600' MSL. I also understood that the active period was from XA15 to XC15 local for that day. I located this area on my chart, noting that it should be no factor first officer my flight. Later in the day, while returning to the airport, I overflew monticello at XF00. When I contacted the tower for landing, I reported my position as over monticello and descending below 3600' MSL. I responded that I thought the restr airspace had expired at XC15 local. After I landed, I again called FSS. This briefer made it very clear that the restr airspace was active from XA15 9/wed/89 to XC15 9/thur/89. The doubt in my mind lies with what the first FSS briefer told me. I simply do not recall her mentioning a date. I did not write down a date when I wrote down the information. The NOTAM was certainly not stated as clearly with the first briefer as it was with the second. As a possible contributing factor, the first briefer read the NOTAM information very rapidly, faster than I could write it down. When I asked her to repeat it, I sensed irritation in her voice. Also the fact that she did repeat it makes me more inclined to believe that she did not mention that the restr area was active over 2 consecutive days. West/O listening to the FSS tapes, I can't be 100% sure of what she told me.

Title: GA PLT UNAUTH PENETRATION OF TEMPORARY RESTRICTED AIRSPACE.

Narrative: I PLANNED A VFR FLT, 9/89, FROM 2W6 TO CHO. THINKING THERE MIGHT BE SOME FLT RESTRICTIONS ASSOCIATED WITH EVENT, I CALLED WASHINGTON FSS ABOUT ANY NOTAMS IN THE CHO AREA. THE BRIEFER NOTED THAT THERE WAS A RESTR AREA DESCRIBED BY A 3-MI RADIUS AROUND THE GORDONSVILLE VORTAC 281 DEG R AT 17 DME, AND BELOW 3600' MSL. I ALSO UNDERSTOOD THAT THE ACTIVE PERIOD WAS FROM XA15 TO XC15 LCL FOR THAT DAY. I LOCATED THIS AREA ON MY CHART, NOTING THAT IT SHOULD BE NO FACTOR FO MY FLT. LATER IN THE DAY, WHILE RETURNING TO THE ARPT, I OVERFLEW MONTICELLO AT XF00. WHEN I CONTACTED THE TWR FOR LNDG, I RPTED MY POS AS OVER MONTICELLO AND DSNDING BELOW 3600' MSL. I RESPONDED THAT I THOUGHT THE RESTR AIRSPACE HAD EXPIRED AT XC15 LCL. AFTER I LANDED, I AGAIN CALLED FSS. THIS BRIEFER MADE IT VERY CLEAR THAT THE RESTR AIRSPACE WAS ACTIVE FROM XA15 9/WED/89 TO XC15 9/THUR/89. THE DOUBT IN MY MIND LIES WITH WHAT THE FIRST FSS BRIEFER TOLD ME. I SIMPLY DO NOT RECALL HER MENTIONING A DATE. I DID NOT WRITE DOWN A DATE WHEN I WROTE DOWN THE INFO. THE NOTAM WAS CERTAINLY NOT STATED AS CLEARLY WITH THE FIRST BRIEFER AS IT WAS WITH THE SECOND. AS A POSSIBLE CONTRIBUTING FACTOR, THE FIRST BRIEFER READ THE NOTAM INFO VERY RAPIDLY, FASTER THAN I COULD WRITE IT DOWN. WHEN I ASKED HER TO REPEAT IT, I SENSED IRRITATION IN HER VOICE. ALSO THE FACT THAT SHE DID REPEAT IT MAKES ME MORE INCLINED TO BELIEVE THAT SHE DID NOT MENTION THAT THE RESTR AREA WAS ACTIVE OVER 2 CONSECUTIVE DAYS. W/O LISTENING TO THE FSS TAPES, I CAN'T BE 100% SURE OF WHAT SHE TOLD ME.
