Narrative:

While flying the visual approach we turned final for runway 28L with a wbd on runway 28R. He slowed down so much that on short final we lost sight of him. This happens frequently on this approach due to different approach speeds/profiles. I read about a crew being violated for passing and losing visual contact. This needs to be addressed in the approach clearance or on the approach plate (ie, no passing) or aircraft should be staggered with trailing aircraft keeping visual separation.
