Narrative:

Due to late aircraft arrival, I was attempting to speed up turnaround and failed to check discrepancy log for a previously noted MEL discrepancy. Darkness and rain contributed to inattn. Previous crew failed to brief MEL discrepancy and failed to placard inoperative component properly. On climb after takeoff inoperative component (engine bleed air failure warning light) erroneously illuminated and I returned to orlando on IAP for uneventful landing. Maintenance personnel informed me of previous MEL and I reviewed, checked system for any further problems (there was nothing else) and we resumed segment of flight. Corrective action is to insure all preflight requirements are complied with by PIC even under unusual circumstances.

Title: A COMMUTER TURBOPROP FLC RETURNED TO LAND AFTER RECEIVING A BLEED AIR FAIL ANNUNCIATOR WARNING. THE FLC FAILED TO DETERMINE MECHANICAL STATUS IN MEL PRIOR TO DEP.

PREVIOUS CREW FAILED TO BRIEF MEL DISCREPANCY AND FAILED TO PLACARD INOP COMPONENT PROPERLY. ON CLB AFTER TKOF INOP COMPONENT (ENG BLEED AIR FAILURE WARNING LIGHT) ERRONEOUSLY ILLUMINATED AND I RETURNED TO ORLANDO ON IAP FOR UNEVENTFUL LNDG. MAINT PERSONNEL INFORMED ME OF PREVIOUS MEL AND I REVIEWED, CHKED SYS FOR ANY FURTHER PROBS (THERE WAS NOTHING ELSE) AND WE RESUMED SEGMENT OF FLT. CORRECTIVE ACTION IS TO INSURE ALL PREFLT REQUIREMENTS ARE COMPLIED WITH BY PIC EVEN UNDER UNUSUAL CIRCUMSTANCES.
