Narrative:

During an approach to mci (ILS runway 9) the tower controller advised us of a microburst approximately 1 mi west of mci. We were approximately 4 mi west. We began a missed approach at 1800 ft MSL. We climbed with go around thrust to 2400 ft MSL. At that point wind shear was encountered. With full thrust and full back elevator, we were unable to climb to our assigned 3000 ft MSL. After exiting the downdraft, we shot through the assigned 3000 ft MSL to 5400 ft MSL. The departure controller then assigned 5000 ft MSL. We descended and leveled off.
