Narrative:
Nzzz (cessna model unknown) departs N63 climbs to 11500 ft and starts dispensing parachute jumpers. This area is a heavy arrival route for ewr arrs at 6000 ft and ewr satellite arrs at 5000, 6000, and 7000 ft. A safer operation would be to move the jump site west approximately 10 mi or jump at lower altitude at or below 5000 ft.
