Narrative:

My aircraft wbound near but not necessarily on V-190, over roosevelt lake level at 6500 ft, other aircraft, a high wing cessna fixed gear (172 or 182?) east, sebound on a near-head on course, the other aircraft was slightly higher but I was not confident there was adequate separation, so I took evasive action by pushing the yoke forward. The other aircraft appeared not to see mine and took no action. I believe the pilot of the other aircraft was inattentive and cruising at the incorrect altitude. It did not appear to be climbing or descending.

Narrative: MY ACFT WBOUND NEAR BUT NOT NECESSARILY ON V-190, OVER ROOSEVELT LAKE LEVEL AT 6500 FT, OTHER ACFT, A HIGH WING CESSNA FIXED GEAR (172 OR 182?) E, SEBOUND ON A NEAR-HEAD ON COURSE, THE OTHER ACFT WAS SLIGHTLY HIGHER BUT I WAS NOT CONFIDENT THERE WAS ADEQUATE SEPARATION, SO I TOOK EVASIVE ACTION BY PUSHING THE YOKE FORWARD. THE OTHER ACFT APPEARED NOT TO SEE MINE AND TOOK NO ACTION. I BELIEVE THE PLT OF THE OTHER ACFT WAS INATTENTIVE AND CRUISING AT THE INCORRECT ALT. IT DID NOT APPEAR TO BE CLBING OR DSNDING.
