Narrative:

Approaching runway for departure, aircraft needed higher than normal power to taxi. After stopping in line and setting brakes, #1 brake assembly seized and #1 tire went flat. Notified tower regarding unable to continue flight and eventually return to gate. Requested emergency equipment. Notified dispatch and mco of difficulties. Arranged for bus transportation of passenger back to terminal. Remained with aircraft until maintenance received aircraft.

Narrative: APCHING RWY FOR DEP, ACFT NEEDED HIGHER THAN NORMAL PWR TO TAXI. AFTER STOPPING IN LINE AND SETTING BRAKES, #1 BRAKE ASSEMBLY SEIZED AND #1 TIRE WENT FLAT.
