All crew and passenger seated, seat belt sign on, all in-range checklists completed, aircraft in level stabilized flight at assigned altitude of 8000 ft, heading 290 degrees assigned, airspeed 210 KTS assigned under seoul approach frequency 119.1 (monitoring 121.5 #2 radio) with seoul ATC, over angang (sel frequency 115.1) VOR, TCASII RA (solid red) 'climb', within 0.3 seconds. PF climbed aircraft 2'g pull-up, go around power, 3 seconds later 'increased climb' directed pitch increased to 25 degrees nose up and maximum power. 6 seconds later 'clear of conflict.' visual identify of intruder aircraft by cockpit crew not observed. Passenger on aircraft right mid-cabin window seat forward of right wing visually idented intruder aircraft at '30 meters below -- brown and white air carrier Y turbo jet.' maximum altitude during avoidance maneuver 9300 ft, seoul approach notified, returned to assigned altitude, normal approach and land. Whiskey 1 departure kimpo altitude bust by air carrier X. Callback conversation with reporter revealed the following information: reporter stated he was the first officer PF. Second aircraft was a B767 foreign air carrier. When RA was received reporter stated he made a very aggressive climb and was told by the captain he was over reacting. Passenger observing near midair collision was company pilot. B767 went below aircraft 100 ft. Flight crew ATC review TRACON supervisor stated foreign air carrier had busted the SID altitude restr.

FLC ATC REVIEW TRACON SUPVR STATED FOREIGN ACR HAD BUSTED THE SID ALT RESTR.
