Narrative:

Nantucket was below landing minimums all morning, so when the fog lifted, all of the flts that were late from boston headed for the island including a few VFR and recreational flts. We arrived in ack and performed a single engine turn and headed back to bos. Both pilots understood the taxi clearance to be taxi to runway 24 with no hold short of runway 15 and it was read back with no hold short. The nosewheel was just crossing the hold short line of runway 15 when a cessna 402 began its takeoff roll from the taxiway transitioning to runway 15. I stopped the aircraft and avoided any conflict. The controller asked us to proceed to runway 24. The airport was very busy due to the wkend traffic.

Title: LTT ACR STOPS ACFT AT HOLD SHORT LINE IN ORDER TO AVOID DEPARTING ACFT. CLRNC DID NOT INCLUDE HOLD SHORT INSTRUCTIONS.

Narrative: NANTUCKET WAS BELOW LNDG MINIMUMS ALL MORNING, SO WHEN THE FOG LIFTED, ALL OF THE FLTS THAT WERE LATE FROM BOSTON HEADED FOR THE ISLAND INCLUDING A FEW VFR AND RECREATIONAL FLTS. WE ARRIVED IN ACK AND PERFORMED A SINGLE ENG TURN AND HEADED BACK TO BOS. BOTH PLTS UNDERSTOOD THE TAXI CLRNC TO BE TAXI TO RWY 24 WITH NO HOLD SHORT OF RWY 15 AND IT WAS READ BACK WITH NO HOLD SHORT. THE NOSEWHEEL WAS JUST XING THE HOLD SHORT LINE OF RWY 15 WHEN A CESSNA 402 BEGAN ITS TKOF ROLL FROM THE TXWY TRANSITIONING TO RWY 15. I STOPPED THE ACFT AND AVOIDED ANY CONFLICT. THE CTLR ASKED US TO PROCEED TO RWY 24. THE ARPT WAS VERY BUSY DUE TO THE WKEND TFC.
