Narrative:

I flew a cessna 172 from el toro to big bear city with 2 passenger. The unicom advised winds calm, runway 26 in use. I entered downwind, base, performed a landing for a touch and go on the first 1/3 of the runway (length 5800 ft). After applying maximum power, puffing flaps up, and carburetor heat off, the plane was slow to accelerate. At the rotation speed of 55 KTS, the aircraft would not lift. More speed was gained, but the lift was not available. I decided to abort the takeoff to avoid a situation in which the airplane would not be able to takeoff at the end of the runway. In the process of stopping the aircraft with the brakes applied and the power off, the aircraft pulled to the right. The aircraft exited the runway and stopped in about 1 1/2 ft of water. The propeller was bent and the bottom cowling was dented. No structural damage occurred. No passenger were hurt. To prevent recurrence of this problem, I would make only full stops in a C-172 at the big bear city altitude. This would avail a pilot the whole length of the runway for takeoff. This was also the first landing of a high density altitude field, and these lndgs should be practiced beforehand with an experienced instructor for familiarity. The incident was not determined to be an aircraft accident since only propeller and cowling damage were sustained. This was advised to me by the riverside FSDO, who also advised filing this report.

Title: ACFT DENSITY ALT PERFORMANCE WAS NOT SUFFICIENT FOR RWY LENGTH, RESULTING IN RWY EXCURSION. ON TOUCH AND GO LNDG.

Narrative: I FLEW A CESSNA 172 FROM EL TORO TO BIG BEAR CITY WITH 2 PAX. THE UNICOM ADVISED WINDS CALM, RWY 26 IN USE. I ENTERED DOWNWIND, BASE, PERFORMED A LNDG FOR A TOUCH AND GO ON THE FIRST 1/3 OF THE RWY (LENGTH 5800 FT). AFTER APPLYING MAX PWR, PUFFING FLAPS UP, AND CARB HEAT OFF, THE PLANE WAS SLOW TO ACCELERATE. AT THE ROTATION SPD OF 55 KTS, THE ACFT WOULD NOT LIFT. MORE SPD WAS GAINED, BUT THE LIFT WAS NOT AVAILABLE. I DECIDED TO ABORT THE TKOF TO AVOID A SIT IN WHICH THE AIRPLANE WOULD NOT BE ABLE TO TKOF AT THE END OF THE RWY. IN THE PROCESS OF STOPPING THE ACFT WITH THE BRAKES APPLIED AND THE PWR OFF, THE ACFT PULLED TO THE R. THE ACFT EXITED THE RWY AND STOPPED IN ABOUT 1 1/2 FT OF WATER. THE PROP WAS BENT AND THE BOTTOM COWLING WAS DENTED. NO STRUCTURAL DAMAGE OCCURRED. NO PAX WERE HURT. TO PREVENT RECURRENCE OF THIS PROB, I WOULD MAKE ONLY FULL STOPS IN A C-172 AT THE BIG BEAR CITY ALT. THIS WOULD AVAIL A PLT THE WHOLE LENGTH OF THE RWY FOR TKOF. THIS WAS ALSO THE FIRST LNDG OF A HIGH DENSITY ALT FIELD, AND THESE LNDGS SHOULD BE PRACTICED BEFOREHAND WITH AN EXPERIENCED INSTRUCTOR FOR FAMILIARITY. THE INCIDENT WAS NOT DETERMINED TO BE AN ACFT ACCIDENT SINCE ONLY PROP AND COWLING DAMAGE WERE SUSTAINED. THIS WAS ADVISED TO ME BY THE RIVERSIDE FSDO, WHO ALSO ADVISED FILING THIS RPT.
