Narrative:
Air carrier X was level at 10000 ft 20 NM southeast of cmh. On initial call his transmission was broken up and unreadable. When I issued a ATC clearance his readback was breaking up, and I had to have him repeat his readback. This is an everyday occurrence. Callback conversation with reporter revealed the following: reporter stated frequency 119.15 has been unreadable for several yrs. Facility management is aware of the problem but has not found a solution.

Title: ATC EQUIP PROB COM FREQ 119 PT 15 UNUSABLE. ONGOING PROB.
Narrative: ACR X WAS LEVEL AT 10000 FT 20 NM SE OF CMH. ON INITIAL CALL HIS XMISSION WAS BROKEN UP AND UNREADABLE. WHEN I ISSUED A ATC CLRNC HIS READBACK WAS BREAKING UP, AND I HAD TO HAVE HIM REPEAT HIS READBACK. THIS IS AN EVERYDAY OCCURRENCE.
