Narrative:

Aircraft was cleared to cross somto intersection at 13000 ft. This information was loaded into the FMS and a VNAV descent was initiated. Subsequently a descent to 11000 ft was received and loaded into the FMS while VNAV descent was continued. The FMS failed to make the 13000 ft restr at somto intersection and was not noted by the captain until questioned by ZNY. Somto intersection was crossed at 15300 ft and ard at 11000 ft. Once clearance to 11000 ft was received, I perceived that the 13000 ft restr was lifted. This was not so! Human error prevailed.
