Narrative:

Captain of referenced flight has submitted similar text. ATC inquired the length of time it would take to climb from FL310 to FL350 due to conflicting traffic. Captain indicated 3 mins. ATC gave climb to FL350 in 3 mins which was accepted. We did not attain required altitude within 3 mins. More on the order of 3 1/2 - 4 mins. ATC had indicated prior to clearance if we couldn't make it he would give us a heading correction but none was given. ATC made no comment about not making altitude in time allotted. Aircraft that was in conflict was on TCASII and remained outside 10 NM.

Title: ALT UNDERSHOOT, TIME TO CLB MISJUDGED.

Narrative: CAPT OF REFED FLT HAS SUBMITTED SIMILAR TEXT. ATC INQUIRED THE LENGTH OF TIME IT WOULD TAKE TO CLB FROM FL310 TO FL350 DUE TO CONFLICTING TFC. CAPT INDICATED 3 MINS. ATC GAVE CLB TO FL350 IN 3 MINS WHICH WAS ACCEPTED. WE DID NOT ATTAIN REQUIRED ALT WITHIN 3 MINS. MORE ON THE ORDER OF 3 1/2 - 4 MINS. ATC HAD INDICATED PRIOR TO CLRNC IF WE COULDN'T MAKE IT HE WOULD GIVE US A HDG CORRECTION BUT NONE WAS GIVEN. ATC MADE NO COMMENT ABOUT NOT MAKING ALT IN TIME ALLOTTED. ACFT THAT WAS IN CONFLICT WAS ON TCASII AND REMAINED OUTSIDE 10 NM.
