Narrative:

At 105 DME south of ric, at FL290 ZDC cleared us to cross 65 DME south of ric at FL270. The copilot flying elected to delay descent until we were closer. We remained at FL290 until center questioned our altitude at 63 DME. We descended immediately and were level at FL270 approximately 58 DME. We questioned the controller about possible conflicts and received a negative reply. The event occurred approximately 11 hours into our duty day. Fatigue and other cockpit duties possible contributing factors. Primary cause was both pilots failed to initiate descent to meet crossing requirements. We should have begun descent immediately.

Narrative: AT 105 DME S OF RIC, AT FL290 ZDC CLRED US TO CROSS 65 DME S OF RIC AT FL270. THE COPLT FLYING ELECTED TO DELAY DSCNT UNTIL WE WERE CLOSER. WE REMAINED AT FL290 UNTIL CTR QUESTIONED OUR ALT AT 63 DME. WE DSNDED IMMEDIATELY AND WERE LEVEL AT FL270 APPROX 58 DME. WE QUESTIONED THE CTLR ABOUT POSSIBLE CONFLICTS AND RECEIVED A NEGATIVE REPLY. THE EVENT OCCURRED APPROX 11 HRS INTO OUR DUTY DAY. FATIGUE AND OTHER COCKPIT DUTIES POSSIBLE CONTRIBUTING FACTORS. PRIMARY CAUSE WAS BOTH PLTS FAILED TO INITIATE DSCNT TO MEET XING REQUIREMENTS. WE SHOULD HAVE BEGUN DSCNT IMMEDIATELY.
