Narrative:

A baron calls ready to depart runway 17 and is cleared for takeoff. An E6 (military B-707) is observed on final to runway 3 inside the final approach fix (monki) still talking with the temporary RAPCON. Baron instructed to remain west of B707's flight course. RAPCON advised of late handoff. Traffic pointed out when B-707 checks on frequency. Baron saw E6 and passed behind him. The temporary RAPCON provided by the USAF for this exercise is manned by under trained controllers. Late handoffs is the normal way they operate, putting both aircraft and controllers in an unsafe situation.
