Narrative:

Climbing after takeoff from stewart field, newburgh, ny. Passing FL215, ZOB controller asked our climb clearance. We responded FL230. She said she thought she had cleared us to FL200, then she reclred us to FL280. We said we thought it was a FL230 clearance (both pilots agreed) and we had FL230 set in our altitude reminder. No more discussion occurred. We are not aware of any conflicts. There were numerous frequency and heading and altitude changes. Radio reception was ok, but needed several calls down low on climb out.

Title: CLRNC DISPUTED. AS THE FLC CLBED THROUGH FL215 THE CTLR REMARKED THAT SHE THOUGHT THAT THEY HAD BEEN CLRED TO FL200 AND THEN SHE CLRED THEM TO FL280 WITHOUT FURTHER COMMENT.

NO MORE DISCUSSION OCCURRED. WE ARE NOT AWARE OF ANY CONFLICTS. THERE WERE NUMEROUS FREQ AND HDG AND ALT CHANGES. RADIO RECEPTION WAS OK, BUT NEEDED SEVERAL CALLS DOWN LOW ON CLBOUT.
