Narrative:

New york center cleared us direct to bwi, descend to 9000 ft. A few mins later we were switched to bwi, told to expect holding, cleared direct to EMI VOR, given holding instructions. Bwi asked if we were level at 10000 ft. We replied were given 9000 ft. (Aircraft altitude at the time was 9400 ft.) we were told to climb up to 10000 ft. No conflict.
