Narrative:

First officer is a type-rated citation pilot but PIC had expired feb/xx/95. He (first officer) was flying in left seat. Conditions were fog, 2000-3000 ft visibility. After takeoff I reached over and raised gear. I then began to contact approach because our void time was up. I heard sounds of bangs on fuselage. Left engine lost power and PF lost altitude and brushed tree tops while I took over aircraft and instituted safe rate of climb. Flew uneventfully to wilmington and landed finding extensive damage to aircraft. I did not properly monitor the PF but was distracted by radio work in his climb out.
