Narrative:

After passing brijj (final approach fix for runway 28R ILS) and at an altitude of approximately 1500 ft, the sfo tower instructed flight to go around. I responded with a request for instructions and the tower answered 'fly the published missed approach.' crew retracted landing gear and leveled at 1500 ft and tracked inbound to the missed approach fix (2.2 ILS DME). At 4 DME the tower asked why we were not climbing. We responded that we would stay level until the missed approach point unless the tower requested otherwise. The tower controller then requested an immediate climb to 3000 ft and the crew complied. Crew believes in retrospect that all aim and flight operations manual procedures were correctly followed.

Title: MLG ON ILS APCH REQUESTED TO MAKE MISSED APCH AND FOLLOW PUBLISHED PROCS. CONTINUED TO MISSED APCH POINT, CTLR WANTED THEM TO CLB.

Narrative: AFTER PASSING BRIJJ (FINAL APCH FIX FOR RWY 28R ILS) AND AT AN ALT OF APPROX 1500 FT, THE SFO TWR INSTRUCTED FLT TO GAR. I RESPONDED WITH A REQUEST FOR INSTRUCTIONS AND THE TWR ANSWERED 'FLY THE PUBLISHED MISSED APCH.' CREW RETRACTED LNDG GEAR AND LEVELED AT 1500 FT AND TRACKED INBOUND TO THE MISSED APCH FIX (2.2 ILS DME). AT 4 DME THE TWR ASKED WHY WE WERE NOT CLBING. WE RESPONDED THAT WE WOULD STAY LEVEL UNTIL THE MISSED APCH POINT UNLESS THE TWR REQUESTED OTHERWISE. THE TWR CTLR THEN REQUESTED AN IMMEDIATE CLB TO 3000 FT AND THE CREW COMPLIED. CREW BELIEVES IN RETROSPECT THAT ALL AIM AND FLT OPS MANUAL PROCS WERE CORRECTLY FOLLOWED.
