Narrative:
CL61 was cleared for takeoff on runway 01. Helicopter called requesting a southeast departure (sierra route) from northwest corner of the airport. Helicopter was instructed to remain west of runway 01 and proceed sbound! Helicopter made a climbing right turn off the ramp and crossed the runway at 20 ft AGL as the CL61 rotated and overflew the helicopter by 100-200 ft. Once the helicopter realized he shouldn't have crossed, he continued eastbound at a low altitude.

Title: NMAC - HELI CROSSED THE ACTIVE RWY AS A CPR JET LIFTS OFF AND GOES OVER IT.
Narrative: CL61 WAS CLRED FOR TKOF ON RWY 01. HELI CALLED REQUESTING A SE DEP (SIERRA RTE) FROM NW CORNER OF THE ARPT. HELI WAS INSTRUCTED TO REMAIN W OF RWY 01 AND PROCEED SBOUND! HELI MADE A CLBING R TURN OFF THE RAMP AND CROSSED THE RWY AT 20 FT AGL AS THE CL61 ROTATED AND OVERFLEW THE HELI BY 100-200 FT. ONCE THE HELI REALIZED HE SHOULDN'T HAVE CROSSED, HE CONTINUED EBOUND AT A LOW ALT.
