Narrative:

Ground crew failed to set stabilizer trim to 0 before deicing as required by pilot's handbook. Deicing completed 1:30 prior to flight crew arrival. Ground crew reported their procedure did not include setting stabilizer to 0. Company has been engaging in 'meat ax' approach to procedures due to public perception of lack of safety. Many of the 'new and improved' procedures have not been communicated to everyone who needs to know, but we are hammered when anything goes wrong for 'non-compliance.'

Title: AIRLINE MGMNT MAINT PROC POLICY DISSEMINATION FAILURE AFFECTS PREFLT PROC DEICING.

Narrative: GND CREW FAILED TO SET STABILIZER TRIM TO 0 BEFORE DEICING AS REQUIRED BY PLT'S HANDBOOK. DEICING COMPLETED 1:30 PRIOR TO FLC ARR.
